Elm is fighting a slow match right now, one that not suited to her style of fighting. She is more of a fast pace brawler who wears down the opponent to make it easier for her to catch, but Tiffany is a lot faster and the puddling is not helping Elm at all.... it makes her a lot slower then she already is which doesn't work in her favor.
