Gelbooru can help:
https://gelbooru.com/index.php?page=pos ... _hair+solo
If you see a character that you like, you can click on the image and it'll tell you which character it is under "Character".
Note that you may see explicit images on Gelbooru. You can avoid this by adding -rating:explicit to your search queries.

Other image sites with similar to Gelbooru are:
https://danbooru.donmai.us/
https://chan.sankakucomplex.com/en/
As a warning, you might see explicit images on the websites shown above. I believe they work similarly to Gelbooru, however, in that you can add -rating:explicit to your search queries (but I'm not 100% sure).
As for character creation programs...
Kisekae can also be used to make (more-or-less) wholly original characters, but I don't know how to use it.
Koikatsu can also be used to make characters.

Danbooru is the site I usually use for reference images. It's helpful because you can search tags for given traits and find images that feature those traits. There are "
brown hair" and "
blue eyes" tags, though that would cast a pretty wide net, so it may be helpful to also search for other traits. For a wrestler, it can be helpful to include articles of clothing that could pass for wrestling gear - there is a "
wrestling outfit" tag, but I've also had good luck with things like "
leotard," "
competition swimsuit," "
sports bikini," and the like. Keep in mind that free accounts can only search for two tags at a time, but it's still not hard to navigate. And if you find a character you like, they're also categorized under tags so you can find more of that specific character.

And if you happen to have any interest in creating your own images with AI,
PixAI is an excellent choice. It may seem user unfriendly at first, but once you get the hang of putting in prompts and finding good models and LoRAs, you can create some absolute masterpieces. I'm still learning it myself, but I'm definitely willing to pass on what I know if you wanna go that route.

You can also use AI image generation to make reference images for characters. A good free, online AI image generator is:
https://perchance.org/stable-diffusion-ai
It requires no sign-up or payment, so it's nice.
For that website, just enter in something like "brown hair blue eyes woman" into the text box labeled "Description". Then, click the pulldown menu under "Art Style" and set it to something like "Anime". Finally, click the button that says "generate", and the website should give you some images.
You can experiment with changing/adding stuff to the prompt (i.e. what you enter into the text box).

If you're willing to pay money and wait a bit, you could also commission a character drawing from an artist. Other people in LAW would know more about how to do that than I would, however.
