New user saying hello. I will get to introduce myself later in a more detailed post. I just wanted to ask about a reference. She was being used by an user and her character profile was this one, but the user left the forum with a message in which they said that their characters are open for claims. The post is here. I'm new to the site and not familiar with the claiming rules, but if this is truly a thing that can happen I would like claiming Reika from this user. Should I ask here or forward my inquiry to a mod?

Also, Fujiko Mine appears as taken by another user in the catalogue, but the link is broken. Does that mean she is free for the taking?

There is a reference catalogue made by Monsy that has most of the taken characters on it. If her name is not mentioned there, and it is not here either, plus you check on the search bar for her name, and they all come back with no recent results, I would say it's safe to assume she is free, at least in my eyes.

The same would apply to Fujiko as well
