According to the rules, a player loses exclusivity over a refrence if they haven't been active in over a year. I belive Captain was refrenceing that to explain why she is free. (Don't let me put words in your mouth, captain)

Admittedly, with the last login metric, there's a bit of a screwy edge case there. Users can hide when they were last active/last logged in, so that metric isn't always one that can be readily seen
Granted, I'd imagine that a site admin (or possibly even moderator as well) could probably see it even if the user chose to hide it?

I think it might be better to say post, cus the user can still long in, but if they haven't made a post since, let's say 2023, I would argue and say that they aren't active

Yeah, that makes sense. I vaguely recall some people defining activity/inactivity based on posts. I think there's a strong argument to be made for defining activity based on posts rather than last login/last active date.
Granted, I feel like there's room for discussion even if one uses last post date as a metric for activity. Like, if one makes a short non-RP post, should that count? If so, if I make a single post saying "Boobs are great" once per year, does that mean that I get to keep all of my character references for as long as I continue to do that? Even if I contribute nothing else to the RP environment here? Tbh, I have no clue what the "answer" is.
Now that I think about it, I don't recall any formal definition being given for activity/inactivity---but perhaps I missed it.
However, I don't think anyone should be compelled to come up with a precise* definition for that. Such sounds like an unnecessary pain.
After all, this is LAW, not law.
*EDIT: I meant "precise" in the sense of being specific enough to preemptively address stuff like the fucky edge cases I mentioned (e.g. the "Boobs are great" edge case).
