Normally, you have two options in this sort of situation.

You can ask the user who holds the reference if they'd be willing to share. If they say yes, then you can use the reference. Otherwise, you can't.

The other option is if the user has been inactive for long enough. In that case, you can ask a mod if you can use the reference.

However, Dubski has posted as recently as June of this year. I forget the exact time frame, but I believe the convention is that a user has to have not made a post for either six or twelve months before their references are up for grabs. Dubski hasn't been inactive for that long.

Is Minamoto no Raiko from fate free? I could have sworn she was taken, but I just checked the catalog and she isn't. Someone took her but went inactive two years ago. I saw someone ask about a year ago on here but no response was given.
