If you got permission from Winner3, it should be fine to use her. I feel like in general, if you get site moderator/admin approval to use a character reference, you're (most likely) not obligated to try to further verify if it's okay to use said reference.

Even if Winner3 greenlighting you using Honoka was erroneous, I feel like it'd be fine to use her---at that point, I'd argue it's Winner3's mess to sort out and that you're not culpable.

Winner3's permission aside, I believe Honoka was previously claimed by Devilish53/Scorn, who is now no longer active on LAW. So, unless someone else claimed Honoka since Devilish53/Scorn left, you should be fine.

Yeah i asked him because I knew that Devilish left. He said to give it until May but I figured it was worth it to see if anyone else had ended up taking Honoka in the meantime. If not then it seems like I'm all good.
